Can any one give me details as to how a charge sheet should be drafted in matters relating to deliquency?

Here charge sheet is referred to in the context of service matters and not Cr.P.C

Can any one suggest a site where the samples of draft petitions under article 226 are available for obtaining information under RTI ACt 2005 when the SPIO and the AA aswell as the the information Commission do not act in accordance with the law. adil
