Dowry case: explination needed

Dear Experts,

My wife filed a false dowry case against me and the case is now between me and the States. on the last date of hearing when the police filed their final report in the court, my wife submitted an application for reinvestigation.

As far as I know if the case is between State and Party, the other person (like my wife in this case) cannot file any application on her behalf. is this right? if yes, what section of IPC/HMA covers this.

Please advise. it is required urgently.
