Does buyer have to pay cmda fees to builder for buying flat?

Dear experts,

I am planning to buy a flat in an under construction apartment in chennai.

The builder says that I have to pay "CMDA fees" which he quotes as Rs.125 per sq.ft. of the flat builtup area, to the builder while buying the flat in the apartment that he is constructing. Is it true?

Is not the CMDA fees paid by the builder to the CMDA for getting the flat design approvals? Why does the customer have to pay any "CMDA fees" to the builder?

Please explain and help me with this clarification.
