Does addition of surname requires name change procedure

Hi,

Does addition of surname requires name change procedure?

Example: Say, if my name is mentioned as Rahul Kumar and surname is missed in SSC and carried to all educational certificates... While applying for passport I wanted to include my surname for now in all the records. I consulted an advocate for this query, he suggested to attach an affidevit while applying for passport and it would be done (as this is only the inclusion of Surname) and not really a name change.

Can you please confirm on the above statement, if the above is accurate?

In addition to above.. does it is necessary to change the names in all education certificates..?

I feel law does not diffrentiate between first name, middle name or surname. Any change, adddition, deletion or  modification in name or spellings amounts to name change. But it all depends on your need or where it is required. You may initiate a limtied action as per need of that department or full action as per your choice.Procedure on name change may differ from state to state.
