As long as the contents of the document is clear, just because the document is torn it does not cease to become a document, .

If it is private school or college with a small donation you may get a duplicate TC .Just ask their office . Heyy… You may apply again for transfer certificate from your respected college. If you get it again then good enough else the authorities might issue you a duplicate one.

I endorce the opinion of learned expert shri N. K.Asumi, if contents of document is clear then merely on ground of torn document does not lost it's admissibility in evidence.
