Distinction between State Government ans State

When we file a case against the State action we file it against the action of the State Government with State as a Juristic person. Now, is there any distinction between State and State Government?

The State includes "State Government and Legislature".

Yes . The State is broader than State Government. it is sued through State Government (Chief Secretory or Secretory of concerned department of state government).
