Diploma + experience along side with btech

Hello sir, My friend has done diploma and worked for 2.5 years along side with Btech of 3 years (as regular degree). It all happened due to COVID has flexibility of Online exam policy. Recently he got govt job based on diploma and he mentioned about diploma + work exp while Btech regular degree. Now he is worried about the future job prospects, as he wants to apply for more govt jobs but can he apply via Diploma + work exp or higher degree or all of three needs to mention?
