Dental and physician clinic in residential area

Dear Lawyers,

I live in an independent builder floor in delhi and own a second floor with roof rights. The ground floor is owned by a Doctor who is serving in Government Hospital. He has opened a dental clinic for his wife and spares some time as general physician. Please confirm the following:

a. Can dental or physician clinic can be opened in a residential building? If yes, is NOC required from other residents?

b. Can doctor serving in Government hospital open private clinic as per law?
