Deligation of power

Hello,

Whether the Controlling Authority appointed under the section 3 of  .P.G.Act ,Can delegate the powers to his subordinate for conducting the grauity matter and deliverd the judgment?

No, think delegayor not deligate his power to other.

No, u/s3 of the Act the Govt. appoints controlling Authority and that authority has no power to further appoint some one else in his place.Thus delegation if any would be ex-facie illegal.
