Delhi rent control act, 1958 - appeal

Hi

I have 2 queries:

1. In a eviction petition [under Sec. 14(1)(e)] of bonafide requirement, tenant was granted leave to defend. I fought the case on merits in court of ARC. Now ARC has dismissed our petition. Where will the appeal lie - in High Court or RCT & why?

2. Also the Ld. ARC twisted the facts in the judgement to dismiss petition. Atleast 3 points were moulded/twisted & what was not mentioned in petition & petitioner evidence was dliberately mis-created in judgement & 1 sentence from cross examination of petitioner was moulded to dismiss the petition, can I lodge a fomal compliant with higher authority for the gross negligence & shabby attitude of Ld. ARC, where can this complaint be filed & what is the procedure ahead?
