Delay in assessment of apar by reviewing authority.

Namaste sirs/mams,
I need your kind guidance regarding above mentioned subject.
I submitted my apar 2019-20 after self assessment on September 2020 and then my reporting officer assessed and forwarded it on October 2020. After that it has been showing as PENDING at reviewing officer's end.
On contacting he told me that no APAR is pending at his end and while APAR administration has been claiming that they haven't received the said APAR from him yet.
1. What should i do?
2. Will delayed or non reviewed APAR be considered in DPCs?

The administration will recover APAR from him.

EDven if PAR is not available the promotion cannot be denied.
