Definition and Explanation

Art. 152. Definition - In this part unless the context otherwise requires, the expression "State" does not include the State of J&K.

Art. 308. Explanation - In this part unless the context otherwise requires, the expression "State " does not include the State of J&K.

Both above articles provide definition of  "State" in same words. But, under art. 152 head word  "Definition"  whereas under art. 308 "Explanation" has been used. Is use of diferent headings intentional and purposeful?
