fter about nine yrs of correspondence with MIN.OF.RLYS., RAILWAY BOARD, RPF DIRECTORATE ON THE ISSUE TO GET DEEMED PROMOTION FOR RPF PENSIONERS WERE FORCED TO RETIRE AS ASC RANK, AND TO GIVE DEEMED PROMOTION AND PENSION PROTECTION AT PAR WITH THRR JUNIORS AS PER EENIORITY, AS WAS EARLIER DONE BY RLY.BD., AND RPF FOR DSC AND ABOVE RANK ...GROUP..A..CADRE OFFICERS,,, NOW, THEY ARE JUST REPLYING REPEADEDLY THAT WE ARE NOT ELIGIBLE FOR ACTUAL PROMOTION,THIS WE NEVER ASKED OR ASKING... KINDLY CLARIFY WITH AUTHENTICATION AS TO PROJECT TO THEM THE DIFFERENTIATION AND THE MEANING...BETWEEN DEEMED PROMOTION... AND ACTUAL PROMOTION..WHAT ALL WRITTEN TO THEM, THEY ARE IGNORING???

WHILE ASCs CASES A?RE KEPT IN COLD STORAGE WITH ONE STROKE OF REPEATED REPLIES THAT WE ARE NOT ELIGIBLE FOR ACTUAL PROMOTION SINCECRETIRED???THIS, WE NEVER ASKED FOR???

It is humbly submitted that on two years completion....of present govt, several aspirations and inspirations having been projected in the media. What next? Honoured sir, kindly read with patience and in-between the lines… on YOUR kind honour’s prospective and rectifications of the mistakes wantonly committed! "...till corruption ends... justice will not reach the poor in my considered views and opinion also to add middle class citizens or those who cannot go to courts for justice...."
News we can digest is that YOU "Will not allow country to walk on wrong path: PM"—I hope, this shall , after two years of your regime, the present setup of GOI include MIN.OF RLYS, the Railway Board, RPF Directorate too? Can it now at least, set right wrongful things already done and continuing to be done by the railway board, RPF DEPT.? I am putting this question in clear terms with certain documentary proof as to what is or was going on in RPF. Is there any govt agency to set right the wrongful gains, and wrongful loss to right persons? the RAILWAY BOARD, RPF wantonly with ulterior motive, in my opinion, supressing the facts, facts before the rightful superiors, and sending letters that we, ASCs adhoc, retired are not eligible for actual promotion and citing certain DOP& T OMs, etc. These facts and figures we all know, which we never asked for? What we are asking for to give deemed promotion, as per law, apex court orders, and RAILWAY RULES...IREM- PARA228 and so on! and also to do justice to ASCs as was done in Toto to all the retired DSCs to IG RANK RPF pensioners by implementing the HIGH COURT OF KOLKATA ORDERS in W.P.C. No6880/1998 ?...TWO APPEALS AND THE SLP FILED BY UOI AND RPF dismissed. We are also placed in the same conditions, similarly circumstanced situations, as per Apex Court Judg.Orders in several cases, that such person who are not the Petitioners in such cases shall also be treated alike and give Justice as that of the Petitioners.
WHY RPF DIR.ECTO.RATE is following step-motherly treatment in this specific matter...DPCs are not held in time schedule on. account of ADMN.FAULTS and not on courts orders or due to employees fault? Read Apex court orders in H.S.GREWAL case as to how it set right the matter of promotions in RPF may this stunning factor coming on the way to issue DEEMED PROMOTION TO ME. ASCs with three years’ service are given next rank as DSC, but the same is denied to DEPT. ASCs on the plea that they are not eligible since not confirmed by DPCs, which never held in time schedule, that is on whose mistake? Fault of Admn? Say, one ASC from UPSC select names gets his rank promotions from DSC/ SA Grade Scale Pay to IG/ DIG by around 10-12 years’ time, and DEPT.ASC under the guise of showing as on adhoc will retire as ASC only, why because.no DPCs held in these years, or till his retirement? Kindly see JUDG. / ORDERS IN P.S.RWAWAL CASE, which eventually cited the win-over matters cited in the Sony Verghees Judg.Orders by High Court of Madras. Appeals dismissed in this Case, (SLP (C) No.1663/2013 pending) also peruse Judg. Order in BUPATHI CASE AND SO ON? Facts shall come out??? See my representations, PGPORTAL grievances, and letters sent to Railway Board, DG, RPF through the Honourable PMO’s Office, President of India Secretariat, MR’s written Orders on my letter, MOS/P&PW, DoP&T / DoP&PW and so on, all made by RPF ASC RETIRED V.SESHADRI duly citing glaring on record illegalities/ irregularities, flaws and what not shall come out, all retarded fittings, including the UPSC/DPC results in RPF? Unlawful favouritism through off the record IMAP... INFLUENCE, MONEY, POWER, AUTHORITY POURING/poured in? Money does not mean/transactions of amounts change of hands, or spending illegally, but corruption include put through IMAP PROCESS and get things done in their favour? I could not and did not do this all these years, and did not knocked the doors of Courts of Law for justice, as having some rare belief that justice can also be done out of Court of Law? Some cases won like in Verghees over a decade, but pending as SLP filed by UOI & others/RPF, etc., Some cases pending in High Courts even since about 10 years for final hearing and judgment, god knows when the GOI is going to look .
