Defective materials

I want to file complaint before the Consumer Dispute Redressal Forum (District Forum), for supply of defective materials.  Whether a notice is necessry to be issued to the supplier before filing such complaint ?  or whether such complaint can be filed directly without issuing the notice ?

a notice is required to be served asking the person to replace the defective goods within a specific time other wise a legal action shall be taken agsint him/her.

A notice has to be sent and the time limit for filing a complaint with the Consumer Forum is 2 years from the date of the Bill.
