Defect in SLP Criminal

Dear All, I have filed on SLP(Criminal) in a criminal complaint matter and following defect Non filing of FIR format. Please help me what it means there is no FIR in this matter because it is a matter of complaint in noncognizable offence under EP ACT

BAR OF JURISDICTION

No civil court shall have jurisdiction to entertain any suit or proceeding in respect of anything done, action taken or order or direction issued by the Central Government or any other authority or officer in pursuance of any power conferred by or in relation to its or his functions under EP Act.

Dear Rama Chary Rachakonda Sir, I have filed complaint before CJM under provision of section 19(1)(a) Environment Protection Act 1986 after giving notice for taking cognizance of offence in prescribed format which is allowed by CJM under the act. There are similar provisions in Air , Water and NGT Act for citizens in case officers authorized for prosecuting the offenders do not file complain even after receiving notice in prescribed format.Please check and confirm. thanks
