The cartoon depicting certain politicians as Dracula holding the budget copies and sucking blood of an old lady shown as Mother India. The caption read “Mother India facing perils of the elected evils”. This cartoon soon became viral and was used by people for disapproving the ruling governments economic policies. In the light of the above facts, decide in reference of legal consequences to be faced by Mr. A?

Purely an academic query.  Mr.A has not attributed any specific motive or targeted any specific persons' name and in democracy has expressed his personal feeling on a decision without insulting anyone in specific and cartoon is general in nature.  In a democracy, every citizen can raise his voice against the genuine issues.
