Customs Act 1962 under section 58A, Special Warehousing licenses regulations.

I have applied for customs private bonded warehouse license(1962 58A) at customs notified area, Odisha on dated 15/01/2020.I have submited all the required documents for special warehousing regulations 2016.And they are wanting high amount(bribe) for this license. So i am unable to pay for it.In this port only 3 private bonded warehouses but other ports has many more...They are intentionally harassing me..So what can I do now..Higher authorities are not good...
