CrPC Sec 41 Amendment

Hi All,

Can someone please help me to identify if CrPC Sec 41 Amendment  is in force. If yes can you also provide the date it came in force.

I want to link this to Sec 498A & understand that even now police can arrest anyone in Sec 498A or with this amendment in place they are suppose to issue a notice & incase if the accused fails to co-operate only then the arrest happens.
