Crossed bearer cheque

Can someone encash a simple crossed cheque if bearer is not crossed out?

If yes, then please mention such conditions.

 yes, even simple crossing restricts the payment of a cheque across the counter.

However, the only exception is that crossed cheque can be paid across the counter if the Payee is a Bank and the cheque is collect by its authorised agent whose signature is duly attested by the beneficiary (Bank)

crossed chqs can NEVER be paid across the counter (i.e., in cash), regardless of who the payee/drawer is.
