 applicant suffering grave injustice at the instance of CPIO,NIACL who
 goes beyond the purview of RTI act  not only to deny Right of
 Information to applicant,an honest law abiding citizen of India but
 also he incites public authorities to return the RTI applications to
 applicant,

The attachment shows how the CPIO returns RTI applications to another public authority despite transfer of RTI application.
