Counterfeit stamp paper

Counterfeit stamp papers have been used to complete legal formalities. The General Stamp Office has confirmd in writing that the said stamp papers were not sold by them on the relevant date. It means they are counterfeit in the shape of Telgi's stamp scam. Neither the India Security Press nor the Superintendent of Stamp is willing to prosecute the guilty persons. What is remedy? Letter written to Dy. Chief Minister is hibernating. No action taken there either. Matter brought to the notice of Police. No action taken there too.
