It is the duty of the Police to examine the wound, and get such a certificate from a competent Government Doctor before proceeding further.  Depending on such details of the injury, a certificate can be obtained from any qualified doctor and that doctor may depose as a witness on type of such injury whether it is self-inflicted or caused by alleged etc.,
