What is the process to file counter 498a cases like IPC 211 and 340 CrPC? At what stage can these cases be filed? Can they be filed before police files chargesheet to the court?

Please do not be misguided by such counter advices. Once you put some thing you will be crossed and no of admissions will come which will go against you.

No 211 can only be filed by the competent court.
340 can only be filed after the evidence is taken.
Don't try to put cart before the horse and disclose your defences.
