Corruption in a government office.

in a govermnment office an act of corruption is going on for years and all responsible members of the staff are aware of it but they prefer to remain silent and never protested or lodged any complaint.

After few years an enquiry is initiated against the main accused and charges are framed against him under PC act leaving other staff members untouched..

Question

1. Can these staff members also be charged under PC act or any other act for being hand in gloves with the main accused because they knowingly kept silent and never lodged any compalint

2.  Can these staff members also be made party in this case.

3. These staff memebrs have also not lodged any complaint against the main accused that they are being threatened by him. Which clearly shows that they never had any intention to lodge any compaint.

4. Is their any law / act which makes it mandatory to file a complaint as soon as anyone becomes aware of any crime particularly corruption related crimes.

 

I am in need of a rerefernce / judgement where apart from the main accused other staff members who were aware about the act of corruption have also been made party in the crime.
