Can a cooperative society charge non occupancy charges at the rate of 100% for a commercial premise in mumbai. your replies are erquseted in light of circular of maharashtra government dated 13/08/2001 in this regard and judgment of high court of Bombay dated 02/03/2007.

No, not at all.
Read the said circular carefully and no NOC are permissable beyond the permissable limit of 10 percent excluding municipal taxes irrespective of the fact whether the property is commercial or residential.
