Cooperative housing society election-decision on tie of votes

Hi, Good morning,
I want to know what’s election rule in case of tie votes. As per MSC Rules 2014 on tie vote draw of lots will decide the winner. 
But I am little confused in the following situation on how to consider in this case. I am attaching a sheet with the no.of votes polled for General category 10 seats.
Can the last candidate who lost by draw of lots appeal for recount now. The results are declared and announced on notice board.

Alternatively whether a 11 member committee can be declared as exception due to tie of votes.

If a tie occurs in the election of CHS, a lucky dip will be a choice, but it depends on the terms and conditions mentioned in the bylaws of your CHS.

Most housing societies in India operate as cooperative housing societies (CHS), which are governed by state laws. Each state has its own Cooperative Societies Act, which typically includes a model bylaw that housing societies can adopt. 

You can contact  a local lawyer and get advise on this as per your state rules and bylaws.
