Conveyance deed no more required

Hi Experts,

Got one whatsup message which states conveyance deed is not required any more. Exact content was as below,

"Flat Owners will get their name registered in Property Card of Revenue Dept/Municipality, etc. Maharashtra State's Cabinet approved it in principle, at its Meeting held Yesterday. New law will be passed to surprass the procedure of Conveyance Deed. Draft for New law will be ready in few weeks and Act will get approval in Budget Session or Monsoon session of Maharashtra Legislative Assembly. Now enjoy ownership of Land alongwith Flat."

Can any expert help me to understand authenticity of this whatsup message?

1. Govt. Decision - takes considerable time to be implemented.  Hence think of crossing the bridge.... when you reach the bridge.

Hello,
First of all, please do not believe in whatsapp messages. There is no authenticity of these messages.

As per the provisions under Section 11 of Maharashtra Ownership Flat Act, 1963, Conveyance is the Right of the Co- Operative Housing Society and the Duty of the Property Developer/ Promoter to be executed within 4 months from the date of Registration of the Co- Operative Housing Society.

As per the Housing Society bye-laws, the main objective of formation of the Society is to obtain the Conveyance; and if Conveyance is not given by the Builder within four months from the date of registration of the Society, a case can be filed against the Builder to obtain the Conveyance. As per Section 13 of Maharashtra Ownership Flats Act, 1963, failure to give Conveyance is an offense and the Builder can be imprisoned up to 3 years or fined or both.
