Construction of building in an agricultural land

Sir,  The housing society sanctioned a particular site in the name of Mr. 'A' subject to condition that within 3 years he has to construct his building  on the sanctioned site.  Unfortunately, the said land is not converted by society from competent authority for construction of houses.  Mr. A has constructed his house without permission from any competent authority on his own expenses.  Now he want to regularize his building, what will be the procedure he is to follow ?

Construction of any kind should only take place after the agricultural land is converted into non-agricultural land. It is essential to be very careful before buying a property for construction / residential purposes. You must always make sure that the land on which construction is underway is non-agricultural land.
