Yes police has all the powers to arrest. You should  deposit some security by filing application in court with help of some lawyer submitting to court that the accused is a heart patient and his medical reports should be attested through a senior doctor of govt hospital. Medical reports must convince the court of the hardships which will be faced if  the accused gets arrested.

All the political leaders show serious medical history after arrest.

The accused will be provided proper medical care even in police custody.
