can co operative housing services society president,secretary or treasurer have rights to charge a penalty on unit members ?

If there is such a clause in the rules/terms of the bylaw of society, then only they can collect. Otherwise make a complaint to the Registrar/Deputy Registrar of Coop.housing societies of your district.
