Co housing society

Hi, I am Karim from navi mumbai ,,I have purchased a rowhouse in Nerul navi Mumbai before 17 years....on that time a C housing society was created with the cidco records as (50 house example) but after 10 year housing society secretary n prisident constructed one house in the open area in the coumpound and sold for huge amount which is illegal n also the secretary is a central govt permenent employee......how he can b a post in chs...till now no election n no meeting is conducted in this chs.....kindly help me for further process to dissolve
