Clarification on Name change for civil services Interview

Hello all,

One of my friend has written civil services mains exam this year.

His surname and his father surname entered incorrectly in the school itself. so all his educational certificates contains this incorrect surname (SSC,Inter and BTECH ). All his identity cards also contain this incorrect surname.

In the upsc application form he entered this incorrect surname only both in initial application and detailed application form.

Recently he changed his incorrect surname name to correct surname through affidavit and gazette.

With this affidavit he applied for all educational certificates with correct surname(SSC,Inter,BTECH). And also in the process of applying for identity cards as well like PAN CARD, VOTER CARD and AADHAR CARD.

He will be able to get the certificates and ID cards before interview with correct surname.

We are hoping that he will clear mains and will be selected for interview.

Will there be any problems if he attends the interview with new certificates containing correct surname as he attended both prelims and mains with incorrect surname certificates and ID cards??

we have mailed on the same to the UPSC and waiting for the reply.

please note that except this all details are perfectly valid.

When the government records show incorrect name, the right thing to do is get it corrected by providing enough proof of it. Then the authority is expected to rectify the erroneous data. Some judgements say the authority cannot have the right to keep the erroneous data even if the law doesn't provide a provision for correcting the record. Hence they are bound to rectify the erroneous record. Changing one's name through Gazatte notification is a distinctly different process of changing a correct name into a new one. In this case, both practice of name change have been mixed. Therefore there is some confusion. However if the person can show to the UPSC that there is no malafide manipulation, they may not raise any objection in regard to this matter.

There is enough time, and your friend IAS aspirant can get things straightened out on his own, as he ought to have made such plans while going for gazette notifications. Verification may take place after the interview and selection and this may not be a problem at that level in future as he can get it cleared by that time.

The Gazette Notification itself is sufficient for the purpose. To my knowledge, names in certificates are never changed/corrected in such context. UPSC takes a liberal view of such situations.

In case of any incorrect information been provided, the person must take an action and report the matter to the concerned authorities at the earliest. In this case, there shall not be a problem by providing the required proofs.
