Chhattisgarh state govt is not paying to contractors

I am working as a govt contractor. I did participated in a tender and within time I handed over my work to the state govt. They took measurement and prepared bill for the same work . But since last 1 year they are not making any payment. Current govt is blaming previous govt for misusing funds. Actually all this work was done under 15th finance scheme. Now they creating a situation to shut down this scheme. There are 100 of contractors who are getting affected. But state govt is in no mood to pay us. One of our contractor even tried to file a case in high court, but court rejected that case and asked to go to civil court. Kindly guide what should be done.

Filing of a suit for recovery of amount from government has to be before jurisdictional lowest civil court.

If you have documentary evidence for this debt amount due from the government for the contractual work completed by you, it is better you file a money receovery suit against the department concerned through a civil court and not high court.

I think that there should be a contract agreement executed between the contractor and the Department of State Government. Based on that, you can file a case in a civil court.
