Cheating by agent in affordable housing Haryana

Hi everyone, I am cheated by a agent during purchase of a flat through affordable housing policy Haryana. I have applied through builder quota 5% in scheme and paid huge money for it but as the agent knew that there is low number of applicants so applied my form as a open category. I was also allotted flat in draw. I paid to agent through cheque. Any help, how to approach to recover the hard earned money.
