You have both options like approching before consumer court and ombudsman of bank. you first try before ombudsman and then before consumer court if you fails before ombudsman.

Other than Aditya Puri MD of M/s HDFC bank you can write to GOvernor RBI.
If still nothing gets resolved you always have the option of DCDRF.
