What are the facts? What is the context?
Anyhow, there is law in force in our country as to how a person ought to be named. Anyone everyone has the choice to have the name of their choice and to change the name/surname following the due process.

A woman after 20 years of the death of her husband remarried in the registrar office. she opted for the surname of the new husband and it was recorded so in the certificate. It took place in 2019 January. Now she wanted to get back to her previous surname. The registrar office informed that it can not be changed. Is there any solution please.

She wanted to revert to her previous surname, which could be either her first husband's surname or her maiden name.

Yes, she can change her name with changed circumstance(s).
However, it is better to consult a local prudent lawyer for proper appreciation of facts and professional advise.

There was no compulsion on her to change her surname when she got married again.
However if she wants to change her surname then she can follow the procedures for change of name by swearing an affidavit, duly notarised and get it published in the local newspaper and followed by government gazette publication for effecting the change of surname.
