I have a small house which is in the name of my father. He expired and then mother expired later. My father did not leave any will behind. I have an affidavit from my sister duly notarised saying that she wants to give all her rights in the property to me being her brother. what is the next step to change the name on the property card in India mumbai.

Your sister have to execute Releae Deed in your favour for mutation of all govt. records and the notarized affidavit is not consider in any govt. office

First you do Varas-takkta of your father. And after that tell your sister to prepare registered release deed in favour of you.
