Certified copy( judge rejected to issue)

can a judge reject an application to give certified copy?

 judge giving reason that  summons has not been served to the accused.  so he is not ready to give the copy. 

FIR filed in 2018 chargesheet filed in 2020 last two years police has not ready to give summone  to the accused. 

total accused  5 persons . so if any one of the person asked  for copy application 
will judge reject ?
is that any procedure or judge has the power to do so in majestrate court

When our Judicial Officers can act in that manner, what is the use of telling the accused that the right to speedy trial is his fundamental rights. Charge sheet filed in 2020, in 2022 accused pray for furnishing of documents as mandates by 207 CrPc, it was refused on the grounds that the njudge has not issued summon to the accused, what does the judge means? The judge has remanded the case for two years without any reasons and this is really unfortunate.
