CBSE affiliated Private school charging fee for Transfer Certificate

Jai Hind!

I was posted to new location and needed Transfer Certificate for my daughter studying in a private school affiliated with CBSE.

Inspite of clearing all regular fees, school authority is demanding to pay Rs.1000/- for just issuing Transfer Certificate.

I approached to the director, but he replied that their demand is correct and I am free to approach legal authorities.

Now, please help & clear the legal points whether schools can charge fee for TC or not.... If not then what are the legal remedies a parent can approach to stop this practice.
