Cause of action for appeal

An employee was terminated by the Management.As the termination order was not received, the employee could not file appeal agaisnt the order. Thereafter the Management filed tot he commissioner of Labour. An order under section 33(2) (b) was issued ratifyng the termination order. In this case whether an appela could be filed within the limitaion period? Whether the date of the confiramation order could be taken as the cause of action for filing the appeal?
