Case laws for reading out statements of labourers

pls pls tell me some relevant case laws for reading out statement to labourers ( the labourer is rescued from bonded labour)

also need sections from evidence act and crpc

38 labourers rescued from bonded labour system. Their statement was taken by DM, but not read out to the poor uneducated labourers. The labourers were also not given a translator so that they could understand in hindi what the authorities are saying. 

Now, DM report is saying there is no bonded labour carried out in the place. Pls help me.

Had the labourers signed the Statement?

Anyhow, the alleged lapse on the part of the authorities is elementary;  it is a pure question of fact.

The issue  could be taken up before the High Court or Human Rights Commission. It require no case law.
