Cancellation of mutation orders given by mro

I hav a case regarding mutation.
we hav filed a partition suit in district court and got a stay order on sy.no. xxx
but MRO hav done mutation in favour of my fathers brother.(ancestors property)
(at the time of written arguments, we hav said to MRO that there is a stay order
on the said survey no. and now the case is pending.)
the said sy.no: 'xxx' is non-agriculture land.
we hav appealed to RDO on the orders given by MRO
RDO hav given the order to decide the case in district court
as the partition suit case was in ppending.......
but the MRO orders has not been cancealed by RDO
RDO order given on may-2011.
my father has not executed any will or partition deed(on sy no.xxx)......
my father died on 1984.
MRO order: 2010
RDO order: 2011

now my questions are:
1) what is the time limit to appeal JC..?
2) how to get cancel the mutation orders given by MRO(land is non-agriculture land,and ther is stay order)
3) i want to give a complaint on MRO to higher authorities as he was mis-leading the Law.
   to whom i should giv complaint onn MRO .......?   
4) plz guide me.....what to do now

First of all u have to file a  application  under RTI-2005  to the concern tahasildar who done the mutation , at the time of the mutation what kind of document the claiment  was produced to the tahasildar and how he took the statements form concerned land people i.e. ROR statemens recorded by the tahasildar. But u didnt mentioned that  how the land was transfered for that also u have take the pahanies and amendment, FORm IA and FORM 1B record from the concern MRO office. Then with the help of this records u can approach the civil lawyer then they will file a cacellation of mutaion in the court. For further communication pls contact on 8096237411.
