Can we challenge the government order( G.O.) for amending in court

A G.O was issues by YAT&C Depeartment stating that the medal winners of Asian Games & Asian Championships are given emolyment in Government sector but The Asian Games are particpated by 45 countries and Asian Championships by 12 countries but the givernment didnt include the Asian Beach Games which is also played by 45 countries but they included Asian championships which is having 12 particpating countries...

I want to go to court for including the Asian Beach Games also in the Above said Government Order..
