The details of service provider is irrelevant in consumer forum cases, there must be a service offered for a consideration, after receiving the consideration there should have been some failure that amounts to deficiency of service by service provider, and this should have resulted in some loss or harassment to the consumer that paid consideration to file such complaints in district consumer forum.  please go through Lucknow development Authority's Supreme court judgment for understanding and appreciation of govt's role in consumer cases.
