Can the proceedings of the Selection Committee for appointment be xeroxed and submitted to a Court as Exhibit? Is it not violation of official secret?
Can the Selection Committee impose conditions or qualifications which are not in the RR in the proceedings of the meeting and to make it operative in the appointment?
