can mentally retarded husband claim for maintenance

I request some seniors, to guide me, can mentally retarded husband claim for maintenance

I am not a senior but I can say that a mentally retarded husband can also claim maintainance under the HMA but, a mentally retarded person can file a petition in the court only through his next friend.
