Can I file a PIL against the person is making cement bricks on agricultural lands to set up a factory?

Hi, We recently noticed that someone making cement bricks in the agricultural lands, where he set up a kind of factory within his own land. Though it may not be a clay brick... still I am concerned about the concrete/cement that may impact the neighboring crops. Please advise if I have a legitimate ground to file a PIL against him. If so, could you please send me any such judgment details? I appreciate your help! -Raman
