without the permission of the principal such delegation of power has no legs to stand unless later the principal by words or acts ratifies such delegation. Yes. so the developer (2nd GPA) can also sign in the sale deed on behalf of first GPA if it is mentioned in the 2nd GPA document..  there is a joint development agreement between 1st GPA and 2nd GPA 

 Also let me know when first GPA executed 2nd GPA and registered it ..  Does he need to pay stamp duty etc ?

That means two principals(owners) gave GPA to two individuals.  What is the necessity to sign in a joint development agreement by GPA agent-1 and agent-2?   You state full facts to get a reply.
