Can government confiscate shops illegally used as restaurant

In one of the buildings in Pune, shops are being used as restaurants either by shop-owners themselves. They are illegally using water supply by the municipalily for the building. The shop drains are also connected to the building main drainage line, which gets choked frequesntly. When confronted, apartment owners are being threatened of dire consequences.

These shops have duped the municipality of several lakhs of rupees of revenue due to such water theft, yet even after complaining to municipal authorities and to police, they are not initiating any action against these shops.

Is there any other way by which these shops could be forced to shutdown and the shoponwers could lose their right over this property (by way of confiscation by government or so)? Please advise.

This is a very common problem all over. Right advise as to what action could be initiated would help many.
