However, on exceptional grounds it can be. Depends what are those exceptional grounds.

Earlier it was. But later Hon'ble Supreme Court clarified it and said that 6 months means 6 months. So even if you have a strong reasoning still second motion is allowed to be moved only after 6 months from the date of 1st motion.
